actually, you don't need permission to march. UPFJ did that to be nice to the gov't. in dc, you don't have request anything. that's why it was such a joke. it was a dog and pony show for older suburbanites to tell stories about at church or dinner socials. to hold the rally sure, perhaps, and even then, you could still pull that off, but to march? the police were there to escort the black bloc from dupont, not to arrest them. in fact they were cordial until it hit the capital. they have to be.. "it's their job".
