This sounds likely, as this way they can hassle "inside the system" bikers who say, work at EPA, while ignoring messengers who look different and are much faster. It is easy pickings and easy money for cops to ticket government workers and office workers on foot or bikes.

This tracks with jaywalking enforcement: post cops on K st and surrounding areas and ticket unresisting yuppies. Once it is legal precedent that tickets are written, these laws become available to use for "pretext stops" in the neighborhoods when cops have another, unrelated motivation to fuck with someone.

This is why it's so important to set a precedent that pedestrian and cyclist stops are NOT made in DC-to prevent "Driving while Black" from being extended to include "Walking while Black," "Biking while Black," or "being out after curfew." We cannot allow the cops to have additional "tools" to stop people they or their masters don't want in newly gentrifying neighborhoods!
