1) Make sure everyone dresses nice
2) Do not bring any metals items with you (you'll make it through the metal detector faster)
3) Come from all directions to not show prior organization
4) Casually approach the door to the World Bank, like business as usual
5) A line will begin to slowly amass as the first people make their way inside
3) This first person needs to approach the main desk
4) Ask the person working if you can obtain the proper forms for a bank account...

Now the attendent might refuse at first. But do not take no for an answer. Eventually, after more and more people begin lining up outside of the bank waiting to get inside, the person might just give you the papers.... Or call security.
