Comments
The difference
None of the resolutions - DEMANDS that Israel do something -which the Iraqi resolutions do, NOcease-fire was contingent upon any of them, and further, NONE of them authorize states to use "all necessary means" to enforce compliance.

article 33 of it says "that when it is officially accepted by Iraq "a formal cease-fire is effective between Iraq Kuwait and the Member States cooperating with Kuwait in accordance with resolution 678 (1990).

Resolution 678 authorizes Member states to use "all necessary means to uphold and implement resolution 660(1990) and all subsequent relevant resolutions..."

Adopted by the Security Council at its 3672nd meeting on 12 June 1996
The Security Council,
Recalling all its previous relevant resolutions, and in
particular its resolutions 687 (1991) of 3 April 1991, 707 (1991) of 15 August 1991 and 715 (1991) of 11 October 1991,
Recalling also the letter from the Executive Chairman of the United Nations Special Commission to the President of the Security Council of 9 March 1996 (S/1996/182), the letter from the President of the Security Council to the Executive Chairman of the Special Commission of 12 March 1996 (S/1996/183), the statement made at its 3642nd meeting on 19 March 1996 by the President of the Security Council (S/PRST/1996/11), and the report of the Chairman of the Special Commission of 11 April 1996 (S/1996/258),
Reiterating the commitment of all Member States to the
sovereignty, territorial integrity and political independence of Kuwait and Iraq,

means of transportation which they wish to inspect;
3.Expresses its full support to the Special Commission in its efforts to ensure implementation of its mandate under the relevant resolutions of the Council;

The most recent I think is 313. That is from 1972!

It discusses Israel's withdrawal from Lebanon! I'm guessing, but it probably pertains to Israel's occupatoin of the Shaba Farms area -which Israel has subseqnetly left.
In any event - there is no UN resolution authorizing member states to use 'all necessary means' to enforce the resolution.

In any event though - there is a big difference in the resolutions in what they authorize.

If the U.S. wants to do a regime change over defiance of UN resolutions, they should start with Israel. Better yet, the US should stop funding Israel and keep its troops at home. After all, the US is the only country condemned for perpetrating terrorism against another country (Nicaragua).

As for the Nicaraguan business - both parties have to agree to submit to jurisdiction of that court - and the US didn't.

Yet if Saddam Hussein said "Oh, sod it, I don't recognise the jurisdiction of the UN anymore", I expect you would still support a US military slaughter of Iraqi's. That would be consistent with US history, to ignore rulings or bodies that don't further the interests of the corporate mafia in charge. You know, the "patriots" in Exxon, Worldcom, etc., the ones who are stealing our jobs (moved to communist China) and pensions (sorry I spent it).
This contempt for international law is surely the hallmark of a Rogue State, if the term is to have any meaning beyond its propaganda value. And that is precisely how much of the world today views the US. And that's very convenient for the likes of bin Laden and other assorted maniacs. Plenty of support out there.
Still, there's nothing to make me think Dubya & Co. give a damn about our lives, or anyone elses but their own. After all, the Bush and bin Laden families have done good business in the past, and Prescott Bush was quite happy to bankroll the Nazi's, who were responsible for rather more American deaths than September 11th.
